Even I have set onboot=yes inside the CT configuration files, when I "systemctl start vz" , or "systemctl restart vz", the guests does not start (nor restart).

Is it normal, and need manual start up the guests?

Kernel: 3.10.0-693.21.1.vz7.48.2

Thank you for your kind attention.

Note: I'm not an OpenVZ developer.

Have you checked if the server is starting one container at a time? If it is, then you just need to wait after all containers were initialized.

With an older version of OpenVZ, I have experienced this with dedicated servers based on SAS disks, and the process take several minutes to complete.

Currently I'm using the commercial version of OpenVZ on NVMe-based servers, and everything is starting really fast.
