i have a ubuntu 16 container on my host

i restart it sometimes

then i found it didn't have an ip address, the ip lost.
i input 'ifconfig ' in container, just shows 'lo interface ', no ' venet0' and venet0:0 output.
i opened 'etc/network/interfaces' the config is still there

With OpenVZ, the IPs are typically assigned by the node on-demand, rather then pre-configured in the container's interfaces config.

I'd check the vzctl log on the node to see if it had any issues assigning an IP. I'd also suggest ensuring you're on the latest release kernel on the node to ensure this isn't a problem with the latest iproute packages (kernel updates have fixed this).
