Hello, how one can block distributed attack (around 150 IPs) to one of the VPS IPs from openvz host node?

I have DDOS deflate there, 150 connections = ban for 600 seconds, but im unsure if it works, load was 30.0 on host node.

during attack: vzlist -o ctid,laverage:

430 0.00/0.00/0.00
440 17.53/14.84/7.18 <---
450 0.12/0.11/0.03

after all how its possible to have this load on VPS which have only 300Mhz cpu assigned to it? how to limit?
But i think there was like 70% cpu idle on vps host machine.
