Here it is necessary to collect the server under VPS. It is clear that each user VPS will "force" disks as собственые. On the server will be nearby 30-40 vps
I.e. there will be many simultaneous calls to a disk, practically on everyone VPS <L etc.
There are some variants how to organize a disk subsystem.
Help to be defined please with an optimal ratio the price - speed

1 variant soft raid10 from 4 sata disks of type WD RE3 or RE4
2 soft raid1 from 2 sata WD VelociRaptor

3 and 4 too most only with normal raid the controler

Generally, what pluses to expect from normal spot-check. When we use raid5 there pluses are obvious. And raid 10 and 1 not especially ресурсоёмки after all and losses of the data here theoretically shouldn't be
But, if I am not mistaken, if the controler takes off, прийдётся urgently to search for the such. At them after all at each vendor the format...

I have a solution with RAID-10 without hardware raid controller (it is a soft raid solution) and speed is satisfactory.
