The most common reason of this problem is that OpenVZ kernel modules were not loaded. In order to check it, run `/sbin/lsmod` command.
If it is the reason, you need to figure out why modules were not loaded. For example, in case if you use RedHat-like distribution, check that "vz" service is running.
