That is right, you need to modify %_install_langs in .rpmmacros file, and run vzpkgcache -f <affected_templates> after that. In your existing VEs the only way to add more locales is to reinstall all the affecting packages.

%_install_langs can look like this:
%_install_langs C:pl_PL:en_GB:en_US:de_DE:pl:en:de
