Report CPU usage in CFS Cgroup directories
Adds a cpu.usage file to the CFS cgroup that reports CPU usage in
milliseconds for that cgroup's tasks
This replaces the "example CPU Accounting CGroup subsystem" that
was merged into mainline last week.
