What happen when i assign more cpu than is available? [message #50592]

Hello,

i think CPU is not burstable in OpenVZ VMs, so i want to ask what happen when the cpu is distributed between VMs and there is no more free cpu units, cpu Mhz.., what if i create new VM with big cpu time assigned to it?
