I have 2 VEs having each a public IP. One is the web VE and the other one is mysql VE. Is there a way to have the 2 VEs communicate through private/local IPs and if yes how to setup this as I use proxmox and there is one IP field in wich i did put the public IP.

Do you have SSH connection to your machines?
Just connect to them, add an alias for your interfaces (venet0:1 for instance), and set them private ips (192.168.0.x for instance). But, this will work only if your 2 VEs are on the same network segment.
