Okay, just tested connecting to WHM from that xxxx IP and it worked
normally as did local connections.
This would indicate a firewall or router, etc is causing the problems as any
connections from within the same subnet work but anything coming in from
outside this subnet the packets get blocked at around 40000 bytes.
You will need to trace this down internally in the network and find out what
switch or router is filtering the packets to this servers IP's.

After further investigation, this appears to be an issue with the Virtuozzo software running into a limitation. Exactly what this limitation is, however, is not clear. The hardware node is reporting the following error:
TCP: too many of orphaned sockets (-11 in CT123)
TCP: too many of orphaned sockets (-11 in CT123)
TCP: too many of orphaned sockets (-11 in CT123)
This error is triggered at the same time as when you see the "Connection reset by peer!" error. After further investigation, there do not appear to be any resource limits in place that would cause this to particularly fail, and we have checked and not seen any particularly high number of orphans -

Additionally, the /proc/user_beancounters is not showing any failures due to resource allocation failures.
Have you purchased your own Virtuozzo license? You may want to contact Parallels support about this error message appearing on the hardware node logs, as it appears this error is what is ultimately leading to the WHM failing to load in the VE.
