vzctl version 3.0.22 vzmigrate fails with error Error: Failed to copy config file [message #30184]

How can i solve this issue?

verbose ouput:

vzmigrate -v -r no XXX.his.com 115
OPT:-v
OPT:-r
OPT:XXX.his.com

OpenVZ is running...
