I'm having a problem with vzmigrate.

I don't want to use any quotas at all. How do I make vzmigrate not do this?

Thanks in advance.

Hello,

Please, try to do
vzctl stop 104
vzquota drop 104
vzctl start 104
before starting migration and inform us if it helps?

BTW, you can turn off OVZ disk quota (for all VEs) by modifying /etc/init.d/vz.conf file:
DISK_QUOTA=no
Be aware: you should turn off all VEs on this node before modifying this global configuration file.

Thank you,
Vasily.

Yes - it's set that way. But it causes vzmigrate to fail because vzmigrate always tries to migrate the quotas and fails.
