Hello,
I'm using the following commands to reload and VPS:
/usr/sbin/vzctl exec $id shutdown now
/usr/sbin/vzctl stop $id
/usr/sbin/vzctl destroy $id
/usr/sbin/vzctl create $id --ostemplate $template --config $config
/usr/sbin/vzctl set $id --onboot yes --save
/usr/sbin/vzctl set $id --hostname vps.bulk-hosting.net --save /usr/sbin/vzctl set $id --ipadd $ip --save
/usr/sbin/vzctl set $id --nameserver 83.133.85.85 --save
/usr/sbin/vzctl start $id
/usr/sbin/vzctl exec $id service sshd start
/usr/sbin/vzctl set $id --userpasswd root:$password

When i execute
/usr/sbin/vzctl stop $id
Stopping VPS ...
VPS already locked
VPS already locked

There is any way to force vps shutdown?

You can skip locking using --skiplock option of vzctl.
This, however, is not recomended. It is better to find out what's going on. Lock files are located in /vz/lock/ directory. Can you find out after which command this lock remains?
