При попытке установить этот tepmlate командой 
vzctl create 101 --ostemplate altlinux-20060914 --config vps.basic

получаю ошибку 
101: invalid option --


То есть, никакого option'а конкретного он в ошибке не выдаёт.

Делал по инструкции http://www.freesource.info/wiki/AltLinux/Dokumentacija/OpenV Z
Шаблон брал там же.

попробуйте заместо --ostemplate --pkgset

По поводу поддержки ALTLinux'ового vzctl и их шаблонов лучше обращаться в ALTLinux support.

На wiki кривые "-"... перепишите все дефисы рукаими с клавы.
