I use stab089.1 and never (seems) have this problem.
Now I perform upgrade to stab091.1 and have this problem with all boxes I perform this upgrade on.


# edquota -u test
No filesystems with quota detected.

Both HW and node have quotas enabled.


Applying solution from google/openz didn't help.
Seems kernel bug?

Seems this is not kernel but vzquota bug.
cPanel techs says I"m not alone with it.
