My OS is Ubuntu 7.04 for amd_64, and I have tried many different
virtualization tools, such as qemu, virtualbox, in vain. So I wonder whether
the OpenVZ could run smoothly in my OS.

Yeah, sure.
AFAIK, Ubuntu repository should have vzctl and vzquota tools available.
You need to select a kernel which you'd like to run and install it.
