I;m not able to install vzpkgcache on 64 bit systems due to a dependency error

This is known problem. Unfortunately you should not use vzpkgcache on 64 bit systems, but use precreated templates.

But I'm wondering if I can run it on a 32 bit OS and create templates that I can move to a 64 bit system and run? Can I make 86 bit templates this way?

Yes, you can do it.

Can I install the vzpkgcache utility inside a VE for the purpose of creating templates?

Hmmm.... I can't say exactly, but I feel that the answer is "no" Smile
