It is definitely bug. Please, fill it at the http://bugzilla.openvz.org in order to force us to don't miss it. Please, post as much info as possible there, in particular used kernel version, it's config.

Concerning how to debug. If you have assumption, that this could be because of the apache, you could just start/stop it and check, does privvmpages held value is changed.
