I don't know about Infrastructure, but I do know VMWare Server (and Workstation) don't require VT to run 64-bit guests. You just need a 64-bit host OS. VMWare will make use of VT if you have it though...

OpenVZ doesn't need VT and AFAIK doesn't make use of it even if you have it. It's virtualizationg strategy is much different then VMWare and Xen...
