Problem solved...

I opened /vz/template/centos/4/i386/config/yum.conf and added\edited the rety and timeout values. I had been working in /etc/yum.conf to no avail until I noticed yum referencing this file when working. I increased the timeout to 300 and the retries to 200. She worked the first time I tried it afterwards.
