So I tried to free UP the VEID 105 on the destination node.

I run:
vzmigrate --ssh='-p2222' --remove-area no --dry-run 46.1.2.3 105
And get this:

Locked CT 105
Checking migration of CT 105 to 46.1.2.3
Error: OpenVZ is not running on the target machine
Error: Can't continue migration

I am migrating from OpenVZ 6 to 7, there should be no issues with that?
I don't run any firewalls on destination node.

I have also copied the public key to the destination node..
If I do:
ssh -p2222 root@46.1.2.3 - I get access to the root shell without a password.

Any ideas on this?
