you are using kernel and tools versions that are quite old and probably not supported.

even recent I saw some complaints that with debian7(?) something didn't worked, so dunno is it already fixed in stable vzctl or just in git. something related to "lo" network interface inside CT.

final recommendation would be search wiki,forum and openvz-* mailing lists how to use openvz debian repo and install openvz latest kernel and tools.

I mentioned openvz-* mailing lists because there was recently more activity related to debian and openvz use.
