Don't know why I thought that it works.
This is a transcript of what I did:
/usr/sbin/vzctl create 195 --ostemplate centos-4-i386-default --config vps.10stueck --private /home/195 --root /vz/root/195 --ipadd 195.141.1.95 --hostname backup.goeldi.net

I now can enter the ve now with vzctl enter 195 but pinging anything other than the HN or the other VE doesn't work. Domain names don't resolve. Pinging this VE from the HN works. From another HN doesn't. IPTables is NOT started on the VE. It is started on the HN and works for the other 3 VE. The other 3 VE have running IPTables.
I even went so far that I copied the working configuration file of the first VE to the other 3 (192.conf to 193.conf, 194.con and 195.conf) and edited the ip address and hostnames. The other 3 work, the fourth doesn't although there is no difference except the fact, that IPTables is not running.
So now all 4 VEs have the same configuration file:
