Это может показаться странным, но спустя 5 лет я получил такую же проблему: после последнего обновления vzctl до 4.0-1.x86_64 перестали ребутаться клиентские ve под управлением CentOS. Остаются в состоянии mounted, нормально перезагружаются при помощи vzctl restart <VEID>, но ведь нужно, чтобы делали это сами...
