Mike, each VE has its resource limits, thus you have a place where they are accounted -> /proc/user_beancounters. You have bunch of manageable resource limits per VE for your good - stability and security. You should definetelly read OpenVZ User's Guide, "Chapter 6 - Managing Resources" for more information on that.

You can change those variables using command line tool vzctl or by editing VE configuration files directly and restarting a VE. More info on the same document, page 95.
