I think these old kernels are kept mostly for historic purposes, they are archived.

If you follow the links from the main openvz page (Downloads -> Kernel) than you'll see that vanilla 2.32 kernel is properly filed under "Obsoleted (no more maintained) branches".

The wiki "Downloads" page is even more explicit, saying that "These branches are not developed/supported anymore. They are here mostly for the historical reasons. Do not use."
