I think you are talking about 2 different packages:
http://krnjevic.com/wp/?p=80 talks about building centos5 metadata and
using vzyum to install packets in containers

what I don't understand where did you got package vzdev version 3.3.13

and vzyum is obsoleted.

if you want to create centos container download it from
http://download.openvz.org/template/precreated/
and use yum inside container to install packages you want
