If its a VLAN, I think you have to create a virtual bridge and then connect the VLAN interface on the hardware node to the virtual bridge.

Then create a veth device inside the container and attach that to the bridge on the hardware node.

There are some tutorials on bridging in the wiki. I don't think OpenVZ supports VLAN tagging yet, so this is your best way round it.
