Well, you can do another trick: you can install OpenVZ and create a Container. Just one Container. And put one "account" there.
Thus you'll get one normal cPanel account managed by cPanel and running inside a Hardware Node and one "account" inside a Container.
Yes, this won't be normal cPanel account cause there will be no cPanel inside a Container at all, by if you can manage "account" without cPanel - this can work for you: in this configuration you can limit CPU for Container and Hardware Node.
If your problem is solved - please, report it!
It's even more important than reporting the problem itself...
