vzquota : (error)       Possible reasons:

/vz/private/46133/etc/rc.d

Вы, вероятно, «стоите» в этом каталоге (/vz/private/46133/etc/rc.d), то есть сделали туда cd. Квота не может проинициализироваться, пока вы там стоите. Это примерно как если уборщица моет пол, а там ваши ноги. Отойдите в сторону.
