Indeed, openvz and virtuozzo kernels are very close to each other but there are differences which are reflected in userspace application. For example, the container's startup process might slightly differ which may lead to impossibility using virtuozzo-vzctl with OpenVZ kernel in some cases. So, the only way to check is making experiments.
