sometimes udev is started from within rc.sysinit. Commenting out en making devices again works.

# vzctl exec 4444 vi /etc/rc.sysinit

(search for start_udev and comment out)

# vzctl exec 4444 cat /etc/rc.sysinit | grep udev
##/sbin/start_udev

# vzctl exec 4444 bash
cd /dev
MAKEDEV pty
MAKEDEV tty
exit

# vzctl stop 4444
# vzctl start 4444
