What was the previous vzctl version on your system?

I have checked git history for debian-add_ip.sh and the version in vzctl-3.0.23 does not differ much from what we had in vzctl-3.0.22. There were only two commits — one touching the comments and the other touching the way IPv6 addresses are handled.

Here it is: http://git.openvz.org/?p=vzctl;a=history;f=etc/dists/scripts /debian-add_ip.sh
