в openvz своя двухуровневая квота. все включается на лету.
чтобы внутри VPS'а появилась user/group квота надо чтобы в конфиге был задан QUOTAUGIDLIMIT. его можно задать соответствующей опцией vzctl. по умолчанию хватит 500 (500 юзеров и групп). После этого перегрузить VPS.
ну и окончательно, проверить что квота включена изнутри самого VPS'а:
# quotaon /
