Right now it is not easy.
Check limits for VPS 0 in /proc/user_beancounters and set the same for some VPS.
After creating such config, copy it as ve-unlimited.conf-sample to /etc/sysconfig/vz-scripts/ dir. Other VPSs may be created by `vzctl create <VPS_ID> --applyconfig unlimited` command.
