Running CentOS 5.1 in a VE and when the OS is rebooted the contents of the resolv.conf file are overwritten with what I believe are the DNS server IPs of the HN.

Why is this happening and how can I stop it?

I want to stop having to manually re-add the correct IP entries after every reboot!

I am the end user of the VE and not the HN admin.

Are you using dhcp client inside VE?
If using http://sourceforge.net/projects/dhcpv6/
or http://www.isc.org/products/DHCP
try tweaking
prepend domain-name-servers dnsrv2,dnssrv2,...
inside /etc/dhclient-eth?.conf

IF using http://roy.marples.name/dhcpcd
add nodns option to dhcpcd daemon
