1. Create in VE device /dev/net/tun
# ls -l /dev/net/tun
crw------- 1 root root 10, 200 Feb 20 10:38 /dev/net/tun

2. Add to VE config file:
DEVICES="c:10:200:rw "

3. Restart VE

OS: ASPLinux Server 5, ASPLinux 12
