I'm not specialist in Debian but I try to answer your questions:

1.

Why do you think that vmlinuz version depends on possibility to update by apt-get? I suppose that you can use apt-get update with both versions of vmlinuz.

So in my opinion these kernels differs in configs. You can download suitable .deb package and investigate it config.

deb http://debian.systs.org/ etch openvz

I can get the latest 028stab051.1 version from this repo.
