Look, these settings (CPUUNITS) are the guarantied cpu power, provided to the VE. But if there are some free cpuunits (as in your case - you have 819549, while set up guaranties only for 24000), then these free units are distributed between all VEs in proportion of their CPUUNITS settings.
So in any case all node's power will be utilized if needed.
