check in your /etc/vz/$VEID.conf for CPUUNIT

You have the control there. This is the minimum CPU allowed per VE. I think it can use all the CPU it wants if it is not requested by another VE.

BTW, the load isn't only something about CPU, it is also about I/O. You may have the best CPU of the world, but if you're running a very busy database server, you're likely to hit I/O limit than CPU.
