What do you mean? I gave you the exact commands I ran through to get the error...

Anyways I have already tried the lsof of the private area and every other topic on it.

I have figured that using the reboot command inside the VPS helps instead of poweroff.

If I run "vzctl stop ID" it gives the timeout, if I run "vzctl exec ID poweroff" it gives the device busy, but if I run "vzctl exec ID reboot" the quotas shut down correctly.

I guess I will just use the reboot for now on.
