If you mean traffic accounting, this, like on the ordinary Linux system, can be done using iptables. See http://www.netfilter.org/ for details, or google for linux iptables traffic accounting.

If you mean traffic shaping, this, like on the ordinary Linux system, can be done using tc utility. See http://www.lartc.org/ or google for linux traffic shaping.
