1. vzctl set $VEID --ipdel all --save

2. If meminfo is virtualized (see man vzctl, --meminfo description), swap is not shown in /proc/meminfo and/or free output. That does not mean there's no swap or VE can't use swap; it's just that its size is hidden from VE.
