i opened the vz crond file and tried the command in bash

#/usr/share/vzctl/scripts/vpsreboot

... and the VE started

it is a crond problem Sad

SOLUTION:

OpenVZ installs the crontab files with permissions 644 Shocked

Set the vz contab to 755 and it will work
