good idea, but I wouldn't require or expect on-site administration. normally the cost for an onsite admin far surpasses your colocation facility's remote hands to get the server online so that an admin can connect over the net. kvm over ip allows a remote admin to perform most tasks such as bios, reinstall, recovery, network boot, etc. this is what I use on my servers and we rarely have to open cabinets anymore. you can get a single kvm over ip unit for a few hundred bucks on ebay, and ask your facility to plug it in for you and the admin. if your server is really broken to the point where you need someone physically working on it, you want a hardware tech to do this anyway. rather then dispatching people to the datacenter when a problem arises, its more cost effective to have a standby server with regularly created backups ready to go in case of a total system failure.
my 2c on managing a server infrastructure.
