VPS: sshd dead but subsys locked [message #13385]

In VPS SSH is down

ssh status
sshd dead but subsys locked

I removed /var/locksubsys/sshd and then try starting SSH. It shows start OK but again after seconds. subsys locked

can anyone suggest how to fix this?
