When top is run inside a vps the output part of
"Cpu(s): 0.0% us, 0.0% sy, 0.0% ni, 100.0% id, 0.0% wa, 0.0% hi, 0.0% si"

Is the CPU "us" % calculated by the maxium amount of CPU set for the VPS i.e if the CPU was 2 GHZ but 1 GHZ was set to maxium that VPS could use. Is the % worked out by the total CPU or the CPU limit for that VPS.
