use "root" directory not "private" :

[root@IPDDFG0595ATL2 root]# mount --bind /opt/website_data /mnt/disk2/private/1002/opt/x

to

[root@IPDDFG0595ATL2 root]# mount --bind /opt/website_data /mnt/disk2/root/1002/opt/x

Note: VE minimal state must be mount.
