Can you, please, try the following.

In VE with IP 69.50.231.7 run:
ping 69.50.231.240


In VE0 run:
tcpdump -i venet0 host 69.50.231.240


In VE with IP 69.50.231.240 run:
tcpdump -i venet0 host 69.50.231.240
