I start iptables using service iptables start:

Which sends
service iptables start
Flushing firewall rules: [ OK ]
Setting chains to policy ACCEPT: mangle filter [ OK ]
Unloading iptables modules: [FAILED]
Applying iptables firewall rules: [ OK ]

Then I did the following functions for you:
iptables -L -nv

Yet again all VPS could not be conected to.
